The Measuring and Limiting Device (APP) plays a crucial role in safeguarding the revenue of PT PLN (Persero), as it functions as the energy sales meter between PLN and its customers. Therefore, the accuracy of energy measurement by the APP significantly impacts the billing value charged to customers. The main issue lies in the fact that APPs have a limited lifespan and specific accuracy classes, which over time can affect the precision of energy measurements. Inaccurate APP readings can lead to customer dissatisfaction due to mismatched billing, and revenue loss for PLN due to unrecorded energy consumption. The solution to this issue is to perform regular maintenance and testing to ensure that the measurement remains within the acceptable error range based on the meter's class. This study aims to quantify the amount of unmeasured energy resulting from inactive APPs (stagnant readings) in Postpaid customers, as well as faulty APPs in Prepaid systems. The analysis model is based on error testing of malfunctioning APPs that affected energy measurement during the year 2024 until 2025. Testing parameters include current, voltage, and impulse/revolution counts. The method involves conducting error testing based on these parameters and calculating the estimated energy loss. This study was conducted at PLN ULP Abepura, covering the year 2025. The results indicate a total energy loss of 29,465 kWh throughout 2025. When converted into monetary value, the loss amounts to IDR 42,559,246. This unmeasured energy contributes to 0.36% of the cumulative energy loss. Therefore, regular accuracy checks based on the APP’s class are necessary to ensure optimal performance in recording customer energy usage.
